Upgrading on Korean Air from India to ICN with SM
Dear DL sages,
Is there ability to upgrade Korean Air flights India-Korea? Or does DL only do upgrades on KE flights from Korea to the US?

No soup for you.
Even when you could, it was a poor deal as you needed a full Y fare which was often more expensive than a cheap C fare.
EDIT: This might change in the near future with a full partnership. So keep an eye out.

AFAIK KE participates in the SkyTeam mileage upgrade awards program worldwide. So yes, if there's availability (IIRC it's the same bucket as a low award ticket) you can indeed to use DL miles to upgrade the KE segment between ICN and India to business class if you have purchased a FULL Y fare. I believe the flight needs to have been ticketed on DL stock so that DL can reissue the ticket after confirming the upgrade and pulling your miles.
You cannot upgrade from business class to FC using DL miles.

As mentioned above, it would be the SkyTeam upgrade program. Unfortunately the details were removed some time ago from the skyteam website, so applicable fare classes are no longer listed... however it used to be a full fare Y (or close to it depending on the airline).
You could call DL to inquire how the SkyTeam upgrade program works and what fare is required and how it would have to be ticketed... but expect it to be a difficult process and a very expensive ticket.

I was able to find more details about the program on the China Southern website. As noted by others, you need a full Y fare on KE to do it. Not sure if the mileage amounts shown are the same when using Skymiles.
